On the occasion of the appointment of a new Vicar General, Archbishop Broglio remarked, “With pleasure I announce the appointment, effective 1 July, of Father John Foster, JCD, as Vicar General and Moderator of the Curia. Father Foster, a priest of Stockton, California, is a professor of the School of Canon Law of the Catholic University of America. I am delighted to welcome him to the AMS family.
The occasion is also propitious to thank Msgr. Frank Pugliese for his earnest and devoted service as Vicar General and Moderator of the Curia over the past four years. He has made an immense contribution to the Archdiocese and I am very grateful for his collaborative skills and willingness to serve.”
Commenting on his appointment, Father Foster observed: “Gaudium et spes observes that men and women who serve in the military ought ‘to consider themselves as ministers of the security and liberty of their peoples.’ (GS n. 79) I look forward to the opportunity to minister to them with the dedicated staff of professionals at the archdiocese under the direction of Archbishop Broglio”
