
WASHINGTON, D.C. — Members of the Board of Directors of the Saint John XXIII Foundation gathered at the Edwin Cardinal O’Brien Pastoral Center in Washington, D.C., for the Foundation’s spring Board meeting on Monday, May 18, 2026. Several members of the Board traveled from across the country to participate in the meeting, in conjunction with the 32nd Annual Memorial Mass of the Archdiocese for the Military Services, USA (AMS) at the Basilica of the National Shrine of the Immaculate Conception on Sunday, May 17, 2026.
During the meeting, Directors discussed the Foundation’s long-term growth and future impact as it prepares to begin awarding grants later this year in support of the mission of the AMS.
The Board renewed the terms of six Directors: Mrs. Kathleen Murphy, Dr. James Allen, Dr. Matthew Bunson, Monsignor William Cuddy, Dr. Gregory Miller, and Mrs. Breda Shelton.
In addition, the Board renewed the current slate of Officers. Mrs. Murphy will continue serving as Chair of the Board and will lead the Foundation as it enters its first year of grantmaking.
The Board also elected three new Directors to the Foundation: Colonel Darryl Ladd Pattillo, USA (Ret.), Vice Admiral Andrew J. Tiongson, USCG (Ret.), and Dr. Timothy J. McNiff.
Dr. Timothy J. McNiff
Dr. Timothy J. McNiff is a retired Catholic education administrator with extensive leadership experience in large educational and nonprofit organizations. Throughout his career, he has provided executive oversight in the areas of strategic planning, institutional advancement, financial management, and organizational development, while also serving in numerous advisory and board leadership roles within educational and community organizations. Recognized nationally for his collaborative leadership and expertise in education, finance, public policy, and fundraising, he brings significant developmental and organizational experience to the mission of the Foundation.
COL Darryl Ladd Pattillo, USA (Ret.)
Colonel Darryl Ladd Pattillo, USA (Ret.), is a retired Army Reserve Airborne Infantry officer, attorney, and investment banker with extensive experience in public service, finance, and governance. Throughout his career, he has served in numerous leadership roles, including National President and Trustee of the Reserve Officers Association of the United States, President of the Austin Chamber of Commerce Military Affairs Council, and member of the Texas Veterans Land Board.
A longtime supporter of Catholic and military causes, COL Pattillo is a Patron of the Saint John XXIII Foundation and is a major contributor to the Father Vincent R. Capodanno, LT (CHC) USNR/MC Co-Sponsored Seminarian Endowed Scholarship. He is also active in Catholic organizations, including the Knights of Columbus and the Equestrian Order of the Holy Sepulchre, where he holds the rank of Knight Commander with Star.
VADM Andrew J. Tiongson, USCG (Ret.)
Vice Admiral Andrew J. Tiongson, USCG (Ret.), served for 36 years in the United States Coast Guard, leading complex operations and policy initiatives across domestic and international assignments. During his distinguished career, he commanded five organizations, including some of the Coast Guard’s largest operational areas, and also served as the Service’s Chief Financial Officer. A lifelong Catholic and graduate of Catholic schools, VADM Tiongson has been a strong advocate for religious ministry within the Coast Guard, working closely with Coast Guard chaplains to expand ministry programs and support for service members and their families. He currently serves as a Military Advisory Board Member for First Command Financial Services.
Directors reflected on the Foundation’s continued growth and its readiness to begin awarding grants in support of the mission and ministries of the AMS. The Board reaffirmed its commitment to responsibly growing the Foundation’s endowed assets in order to provide long-term support for the pastoral care initiatives of the AMS.
The Foundation also reiterated its decision to increase the number of Patrons. By their gift to the Endowment, Patrons make a perpetual investment into the Foundation’s ministry of “Nourishing the Faith of Catholics in the Armed Forces” and of the family members that accompany them.
